Dhamtari Municipality took place on 27th July 1881 under the Municipal Act no 2278 in 50 acre area. The history of the Dhamtari Municipality is different. It was established by the British Carpet. At the time of incorporation of the Dhamtari Municipality, the population of the city was 6,647 and in the municipality, there are eight elected and three nominated members and an ex-official chairman officer. The Municipality Act came into existence on 14th January 1922. At the time the chairman of the municipality was Megawale Narayana Rao.
The city was divided into five districts at that time and each ward elected two members. The term of president was three years. The first president of the municipality was Ram Gopal Sharma who was elected by voters. In the 1931 year, the municipality wards increased to 12 wards. The total population of the Dhamtari district is eighty-nine thousand eight hundred thirty-six as per the census of the 2011 year. The Dhamtari district is ranked in the 7th position on the basis of population. The property tax is calculated on residential and commercial properties based on their annual value. Property tax is calculated based on the percentage of the annual value of the property. There are some rules and regulations given under the Municipality Act for the calculation of property tax. From time to time adjustments are made in the act.
